If you've got, or can borrow, a hair dryer, try heating the adhesive area as much as possible and then (while wearing oven gloves!) wiggling the holder about until it comes loose.

thanks Chris - it is for my sister - hers is broken - now the adhesive bit would be stuck to the wall so to me it would be difficult to get at unless I try to just heat the whole thing - would that be ok

No problem, as long as the heat doesn't damage the paint on the wall, of course.
