Police dogs muzzled! (Not April 1st is it?)

What do people think about North Wales Police headed by Chief Constable Richard Brunstrom training their dogs to disable people with a flying head-butt - and muzzling them so that they cannot bite?

Seemingly the police dog training manual states 'the use of police dogs for criminal work has the potential to breach human rights'.

I think a policeman facing a football crowd with a muzzled dog is really going to have alot of control over the crowd (NOT!).

Well down here in Sunny South Wales, the policy is, that should a police dog bite someone in the course of their duties (apprehending a criminal or crowd control ), they are compensated almost immediately. As usual the tax payer foots the bill.

Hampshire police for one made no compensation payments last year police dog bites:

I hardly think that counts as a "policy" or do you have evidence of other cases?
