I've never tried whitebait, simply because there's been other things on the menu I'd preferred, not because they've not been gutted or sorted out.

my feeling is, if they're in the menu then they're quite safe to eat, regardless of being gutted, beheaded, etc, or not.

 

 

It may be safe, but fish carp isn't something most folk crave to eat.

Whitebait is something else I only discovered when living in France. Tiny, immature fish cooked whole and battered. Delicious.  I've only found 2 places serving them in the UK since I returned.  Family looked at me a bit askance.

I'm told there's a restaurant in Ripon serves them.  

If you are lucky enough to be offered them, give it a go!
