Talking of slips, I have been reliably informed that many young women (older too, maybe) often wear some sort of undergarment that appears to be shorts under their short frocks and skirts. 

My wife wears slips under some outfits, she says they stop cling and help frocks hang better.

Aren't skorts outer wear, shorts with a sort of modesty panel at the front so it looks like a skirt at the front and shorts at the back?

Yes, your description of skorts is correct.

Lady golfers wear them, they bend down to get the ball out of the hole and expose their underwear.

Skorts prevent that happening.
