If all the rads are running cool it is unlikely to be that they all need bleeding. It could be the diverter valve or the pump. I would have the diverter valve firmly in my sights if I had the problem. If it has stuck then not enough flow will get to rads. If the hot water is up to expectations then start there.

The first thing to check is when the heating is supposed to be on. Is the radiator hot at the bottom and cool at the top?
