Bleeding A Radiator Query?

Hi We live in a Housing Association for Pensioners. Does anybody know if they have to send a Workman to bleed our Radiators as they are not very warm and thermostat is turned up?
If not how do you bleed a Radiator please? and any tips.? TIA.

If all the rads are running cool it is unlikely to be that they all need bleeding. It could be the diverter valve or the pump. I would have the diverter valve firmly in my sights if I had the problem. If it has stuck then not enough flow will get to rads. If the hot water is up to expectations then start there.
