To A Rat Or Not?

I have a family member who has long term mental health issues (schizophrenia but classically denied by him) he is under the care of a community psychiatric nurse and is housed in a housing association 2 bedroom flat on the top storey ! ! But long story short he has ingressed into the roof to store his 8 life sized manaquinnes, All his musicial instruments,  7 guitars, a full sized drum kit, Double Bass, violin, trumpets, keyboards and loads of other stuff and much more other stuff ( he can't play a note!)  but I'm concerned about him ingressing the roof space!  If i report him he could well lose his home, but if i don't I'm concerned about his safety and the other 5 houses in the block! Do I rat or mind my own business, I'm very torn, as he is a nice chap just sadly bonkers! If I ignore it am I complicit and abetting if god forbid his squirrelling caused ant serious damage to anyone else? Any thoughts guys. Thank you!

Does his flat occupy the entire top floor or is he storing goods over other flats ceilings?

I'm fairly certain you can't be held complicit (in criminal or civil law). Perhaps Barmaid or Newjudge will come along to confirm/contradict this soon.

He has just cut a hole from his hallway up into the roof void and hung an Arabian type tent ceiling hanging to hide the hole!

It's certainly is  a creative idea but I'm surprised the housing association didn't clock it on a recent inspection!

Definitely wrong.  Instead of the HA, can you communicate with his psychiatric nurse ?

The landlord won't like ceiling hangings, a real fire hazard.

You need to tell the Housing Association. He could be causing structural damage, as well as creating a fire hazard.

Is there no way you could convince him to sell his collection?  For personal gain or for charity.

legally it's none of your business, it's between him and the housing association, no crime's being committed. You're not under any obligation to report anything to anybody.

Morally's another matter. He does appear to be putting himself and others at risk, not to mention knocking holes in the property. Would he really be thrown out, if he already has known mental health issues?
