Rachel, you are missing out on a huge source of tax to fill your so-called 'hole'......a friend and I were discussing this over coffee this morning.
Tax the cyclists - after all, they use the roads, create chaos, accidents, have signs put up for them and generally disrupt us all.....if on the bikes, there are over 20 mln in the UK, so £25/a bike means half a bill.....if on the riders there c.8.5 mln so a £30 charge would raise 1/4 of a bill.....
You could even fund bikes for the boys in blue to hurtle around and keep Joe Public under control and check on tax-dodgers, bikes with blue flashing lights, almost 'Q-Bikes' (remember those?)

For more on marking an answer as the "Best Answer", please visit our FAQ.A good idea but limit the need for registration/taxation to city centres ie, a parallel to LEZ/ULEZ Congestion zones, where money has been spent providing lanes for cycles. Any bike within one of these zones would require a registration plate/insurance etc and would facilitate loony cyclists to be brought to account. That would allow children to learn cycling on quiet streets without the need for registration etc and, possibly, improve cycling standards. Any bikes found being ridden in retestricted zones would be immediately recycled.
