can anyone explain to me in english what a 'meta summary' is ?

I assume you mean the description meta tag.
Meta tags are tags placed in the head of an HTML document (web page). The browser or client can then use this information, for example web browsers display the content of the Title meta tag in the top of the browser window.
The desctiption tag is used to hold a description of the page content, this often forms part of the criteria used in search engines.
