Fire requires oxygen but you only need heat to burn.
Nuclear fission is caused by a chain reaction within a critical mass. A detonation is used to combine the nuclear fuel into a critical mass but any oxygen required for detonation is onboard or part of the explosive mixture.
Mushroom clouds are the result of debris carried aloft in thermal updrafts making this an atmospheric phenomenon.
