Can you advise about an ESSE oil burning oven?

We have an ESSE oil burning stove that has recently started smoking and the oven burners become caked in soot/carbon? So unpleasent we can not use the stove hence remains switched off. Have had someone out to look at it three times but problem continues. The chap seems to think too much fuel is entering the chamber, but despite working on this therory problem continues. When oven is up and running in addition to the smoke the oven becomes too hot on low setting yet does not heat up enough on a high setting. Can anyone help before winter?

He will carry a ID badge, and any OFTEC engineer should be able to sort it. They are trained to the highest standards for Oil Fired Appliances, Just as CORGI men are for Gas. Sounds like regulator on the fan fuled burner is faulty to me.
