Have a look here for tunnels under the Thames with their dates. (I'm not sure whether you were addressing me, Quizmonster, or not!)
Possibly either the Blackwall Tunnel or the Thames Tunnel; Thames Tunnel was earlier and designed (but never used) for horse and cart traffiic, only being used by foot traffic. See Wikipedia for more.
