How do you add text to a photo?? my mind has gone completely blank!!!!

The Text Tool is activated by clicking the button with the capital letter A

When I tried that a very very small box appears saying text entry but not the box to actually put the text in. Its the actual text box you write in I am after but cannot seem to bring it up.

When I select the A then click on the picture, the text-entry box appears

I know it should do normally, but its not doing that at the mo. can't seem to work out why.
