I think you hae the words wrong. If you mean "Ca Plane Pour Moi" it was the famous Belgian, Plastic Bertrand, (real name Roger Jouret), was the drummer in Hubble Bubble.
It got to number 8 in 1977, at the hieght of the punk era although, strictly speaking, it was not punk rock, as the following quote will indicate:-
