I think you really want to start looking at some French fims. The French were still making good cop films in the 80s and I recommend:

La Balance
Le Cop
Le Cop II
Les Valseuses

Most of these had urban settings and were still gritty, long after Hollywood had gone glossy.

However, any of Scorcese's films ought to fit your bill, and also David Lynch's movies. Check them out on the Internet Movie Database.
It's not set in the 80's, but I recommend 'Creep' if you're looking for a film that's like a nightmare. A lot of people seem to hate it but I would definitely say it's got a nightmarish quality. No being chased through deserted dark streets though - lots of being chased through deserted dark tube train tunnels though!

Sin City - It's not set in the 80's but there's nothing in there to suggest it isn't.
Just remembered a couple of others :
Judgment Night starring Emilio Estevez and Cuba Gooding Jr.
"Four pals are on their way to a boxing game, but gets stuck in heavy traffic. To get to the game in time they take the first exit they find to find another way to the game. As they are driving around lost in gang-land they get stuck and witness a brutal murder. The killer wants no witnesses and tries to kill them too. The four pals get away the first time, but the killer is soon back on their tail again while they are trying to find help in the middle of nowhere."

Final Jeopardy starring Richard Thomas & Mary Crosby
"A small-town couple find themselves stranded in an unfamiliar, and unfriendly, big city. Weaving in and out of the proceedings are a bunch of murderous criminals with names like Slash, Doa and Ice. The couple are in for a night that they won't forget."
Into the Night - Jeff Goldblum

"Ed Okin's life is somewhat out of control. He can't sleep, his wife betrays him and his job is dull. One night he starts to drive through Los Angeles and he finally ends in the parking garage of L.A. Airport. Moments later a beautiful young lady jumps onto his bonnet and he finds himself being chased by four Iranians. What follows is a wild chase through the streets of Los Angeles and a very funny one too."
