thumbnail picture database file - dont ask me what it is or does though :o)
They are supposed to be there - Windows XP way of filing, if you like.

Don't worry about them.
thumbs.db is normally a hidden file.

You can set your folder to "hide" hidden files as normally they should not be shown.

Chose Tools then Folder Options
Thumbs.db is generated automatically when you choose Thumbnail view, so that the next time you visit the folder the thumbnails will appear more quickly. As VHG says, it's a hidden file, but if you have set your Explorer options to show hidden files, then you will see it. If you delete it, it will remain deleted, unless you view the folder in thumbnail view again, in which case Windows will generate it again automatically.
Incidentally, you can prevent windows from creating the file as follows:

Open Windows Explorer
Click Tools/Folder Options
Go to the View tab
In the section "Files and Folders", check the option "Do not cache thumbnails"
