what is the time limit from the time you get caught on a speed camera to actually recieving the summons to go to court are there any exceptional circamstances for the police to ignore this

The police have 14 days from the date of finding out who the driver of a speeding vehicle is to serve you with a notice of intended prosecution or speeding fine. If you haven't received it after 14 days and you are the registered keeper of the car you can presume you got off! If you aren't the registered keeper then you have 14 days from when the keeper told the police you were the driver. There are no exceptional circs whatsoever.
