If its low you might need to upgrade your cable (to digital quality or better still, satellite B&Q) from your aerial to your telly. You could start by replacing the bit between the socket and the digibox, thats sometimes enough.
I sometimes find my box loses a channel and then finds it again. Do a manual rescan when your signal is at its highest (it does fluctuate during the day) to see if this helps the box find your missing channels. But youre right, the ones you are missing should be there.

ITV channels are usually the most difficult to get because they are transmitted on a higher frequency. The most usual problem is that the aerial is unsuitable for these frquencies, as is the case with older aerials. Most aerials sold now have more elements on them and are capable of receiving the higher frequencies. When I installed my freeview receiver about 2 years ago it received all but the ITV channels. I purchased a new loft aerial for about 14 or 15, installed it and retuned my freeview, and had no problem in receiving all the itv channels. I have since purchased an internal set top aerial (ARGOS) for around 10 and found that this works almost as well for most of the time.
