Can I live in the UK & still open a personal bank account in Singapore & do I have to go there in person to do it?

not paid 3 loans now for 2 years

Can Inland Revenue take my assets?

Yes you can open an account, and No you dont have to go there. You will simply be doing offshore banking which is the same as having an account based in Dublin or Jersey. You should be able to do it online or via post. See this article for more info and it also suggests some likely banks you might consider.
