It is, but in most cases the job is best left to professional applicators since the materials and techniques to achieve an acceptable finish are unique. Use a good metal primer first.

If i'ts a small job you can. You have to give surface a good
quite fine sanding, clean surface.
You need a spray can of ETCH PRIMER, give a couple of coats then your ready to paint.
