electricity charges

We have a unit in a multi tenure building. The landlord bills us monthly for electricity (from a meter reading). He bills the price per KWH plus a few pence and also charges VAT at 17.5%. Please can someone advice the rules and regs for recharging of utilities.

I thought vat was only 5% on electric or gas. try http://www.consumeractiongroup.co.uk
