I have a Barlaycard Premier Card, I don't get charged any interest and there's no APR as long as I pay my balance in full every month. But, I get charged 4 if I take cash out of an ATM. Why is this?

Otherwise you could take the cash out and use it to pay your bill - Visa would be paying themselves off until you hit your credit limit.
All credit cards that I know of charge a cash withdrawal fee. It also applies when you lift cash at a bank or currency exchange. I think they vary a bit but usually about 1.5% with a minimum.
All banks are there as businesses to make MONEY. Wiuld you do something for nothing ?Would you run a business giving out cash and not charging anything when the drawer has many days to pay it back. Tell me one you find and will raise my limit to unbelieable levels to place in short term other accounts to live on interest.
When are you charged : 1. at the time of withdrawal from ATM(and/or) 2. in the bill from the credit card company? Case 1 could happen if the ATM is from a different financial institution but the credit card is another financial institution. This is transaction fees charged for withdrawal. Case 2 happens whenever cash is withdrawn instead of buying product of availing services. When you avail the latter type of facility your interest clock starts ticking after the initial interest free period ( varies from 30 to 50 days). But when you withdraw against credit card interest clock starts ticking from day 1.
