why is the law you cant try and save a baby until its 24 wks

There isn't
If you mean the law about abortion after 24 weeks, that is because there have been cases where babies have been born and survived after this many weeks of gestation. A while ago though, I think there were calls to lower it after an even more premature baby survived. You'd have to check up on that though.
i think individual hospitals have policies of doing everything to save a baby of a certain gestation.
Some will offer no rescusitation to a baby of 26 weeks other may try to save a 22 week baby.
There is no law as such that i know of.

It is because there is very little hope of a baby born before 24 weeks of pregancy surviving without suffering permanent mental and physical disabilities.

It is natures way - babies are born this prematurely because there is something wrong with the development of the baby.
Without medical intervention a baby as undeveloped as this would not survive very long at all.
The cut off for active resus of a baby is 24 weeks, this is nice (National Institute for Health and Clinical Excellence) guidelines. However, there are circumstances when this could vary, they are exceptional, as a rule, a child born under 24 weeks gestation are not resusitated as it is not believed they can sustain life beyond the womb, and if they do, they tend not to live very long, even with intervention or have multipul life long problems.

Actually I think it's bed blockers. It was on the news....It is not my opinion you fool. Babies born before 24 weeks take up valuable intensive care beds with only a small chance of survival. The hospitals were saying that they can't justify resuscitation because of this. Re read the question. There is nothing in their that actually asks for our opinions. Just why...and I told you why.

23-24 - intensive care given depending on the parents and doctors

25 + Intensive care given
