I'd have thought that as well as initiating a contact via the Internet, wouldn't you have to spend some time actually getting to know each other in person? Becoming familiar with their little habits, seeing if anything really grated.....If you took time to do that too, then I don't see why not.
My mum married my stepdad who she met through internet dating.
Depending on the person you are then yes, I'm sure you can meet someone on the internet you're attracted to.
Whether the actual falling in love bit comes with the internet interaction or the bit where you actually meet the person I wouldn't like to guess. My own inclination would be towards the latter but I've been told many times that you can fall in love with someone you've not physically met. Perhaps I'm an old cynic.

Falling in love with someone over the internet is easy.
Getting married (and moving to the same country) is slightly harder what with all the bureaucracy involved.
The really difficult bit is getting to grips with each others culture. (language, beliefs, way of doing things, etc.).
Been there, done that, got the battle scars!
Atheistic English liberal + Muslim Nationalistic Turk = Vast areas of mutual incomprehension! :)
