Film with "He Ain't Heavy" signature tune

Saw this film over 20 years ago and would like to try and get it on DVD, but don't know the title. It was about 2 brothers crossing America to get to a boys' home, the police were trying to catch them, but the public were helping them to get there. I think it was based on Boys Town with Spencer Tracy, but it was in colour. Any ideas anyone?

Thanks for your input alangclark it was helpful, but I still don't know the name of the film. It just sort of stuck in my mind as it was a lovely story. Happy New Year!
