Are all the other cars, when you're just driving about, with names above them, other users or just bots? I only ask as every now and then when i press the button at the top for players it doesn't pick any up, and at other times, there are loads. This is for the 360 btw.

As i dont have test drive im not too sure but if you dont have xbox live you cannot connect to user around the world so it would be bots.

Although if you do have live there may be other users although im not sure if theres a specific option for xbox live gameplay on the game.
