how to remove tar?

hope this is the right place for this...i have some lovely green stiletto mules but in summer the heel got covered in tar where the roads were melting in the heat...any ideas how to remove the tar without damaging the appearance heel too much? its not rock hard so won't chip off but too set to peel it off. what's the best thing to remove tar with? Thanks!

You could try lighter fluid or WD40, either should work.
