my mothers house was put into trust to avoid selling it to pay for a care home,Can the local authority make her sell

i believe it has to be there for 7 years, for this to come into effect, if she goes into care before the 7 years, the house can sold as it will be seen as changing ownership to escape paying for her care, but if you look at your county councils website, it will show certain reasons why the house will not be sold, ie if someone over 60 lives there, thought the rules vary from county to county
