I think you mean travel in the EU without a BP? unfortunately the UK has not relxaed it's immigration laws as other countries did, so although you may get out of the country (and indeed into Netherlands) getting back in is not possible without a valid passport. All is not lost. i have known friends goto the passport office 1st thing in the morning and queue (bring butties/drinks you could be queuing for a very long time) and get a passport by the close of play. find your local passport office - ring them and check it's worth travelling there and queuing up, then goto office (with the correct docs, photos, and most importantly, money)
Depends how out of date it is. Up to 6 months should be OK but ring the airline first - they may have to phone Dutch immigration for permission. Getting back in won;t usually be a problem "if" the airline check-in staff actually spot it they'll ring the Immigration Office at the receiving UK port who will probably give you a bollocking but at the end of the day if you satisfy them that you're a Brit Cit then they'll let you back in.
