what if property was never registered?

my father recently passed and left a will. just before he passed, he heard the property he was born and raised on belong to his mother who died when he was 3, his father remarried and had 5 other children, all raised on this property. these 5 children and the stepmother recently went to the courts to file dominion on the property. it looks like they were granted dominion but never registered the property, possibly because it still remains in my grandmas name. who has rights to the property and whos responsible for all those years of taxes?

The original deeds were stolen, a copy, im assuming remains in the books in the dept of registry, there is a title # number, the registry dept said it had not been registered, we will have to go to puerto rico to search the books. im guessing it still remains in my grandmas name.
