Bandwidth Limiter

When someone in our family is download something it takes up a lot of bandwidth and so means that everyone else's internet is a lot slower. Is there any software that I can download so that we can all have set bandwidth levels?

or use a download manager like getright which has options to put a 'speed limit' on downloads, leaving some bandwidth free
