Dragon Tree - Dracaena marginata
I have a healthy plant with 4 stems branching off the single trunk. The opposite pairs of florets (or whatever you call them) are growing similarly - BUT is there a way to encourage the (much) smaller pair to grow and catch up with the other pair?

I can't really think of much that you can do other than wait for the smaller florets to catch up with the passing of time.
In the spring, when it starts to grow more steadily, keep up the feed's as per recomendations. It's also a good idea to turn the pot regularly to encourage a balanced even growth.
