You are obviously excited about being pregnant and keen to feel some movement. It is not unusual for the baby's movements not to be felt until around now, especially if it is your first. Putting a flash light close to your tummy to see if your baby reacts will not do any harm. It will not 'annoy' any more than when later on in your pregnancy you are being kicked hard in the ribs or bladder and you move the offending limb out of the way. Enjoy !!
I work in an ultrasound dept after 20 weeks if you go out into bright sunlight the baby will lift arms up as if to cover eyes. A far nicer way is a glass of cold milk and a bar of chocolate that'll soon get it going. Or according to one of our consultants a can of coke is what he sends mums out for when we have a lazy baby in for a scan.
