Cigarette Lighter

The cigarette lighter in the front & back of my Ford Focus LX, 2002 do not work, although they are lit up on the dashboard.

Does anyone know if i have to turn them on somehow or what to do?

Check for a blown fuse.

How much do you think this would cost to get someone to do it?

Locate the fuse box - open lid and inspect each fuse to check for one that is blown - there is usually a diagram on the inside of the lid to explain which fuse is for which item - at least there was the last time I looked at a Ford fuse box.
Perfectly within the realms of DiY - unless you are completely unknowledgeable about cars in whhich case take it to a garage.
