Have you managed the amount of programs that start when you turn on your PC ? It may also be taking a while because it needs the disk cleanup program to run.
This may seem ridiculous, but have you got anything plugged into any USB ports? I recently had a problem where my laptop took absolutely ages to boot up, and in the end I accidently discovered that if I unplugged my printer from the USB ports,my laptop would boot up fine.I have absolutely no idea why I had this problem, and it now seems to have rectified itself.
As mikeyp says, the splash screen you are seeing is at the very start of the boot process, while the computer is performing its POST tests, and long before it is even aware of the operating system, so looking for a software fix is a total waste of time.
I have seen this problem with many machines under some or all of these circumstances:
There is an all-in one printer connected via USB
There is a USB memory stick connected
There is a card reader connected (very common)
There is a CD or DVD in the Drive
The CD/DVD drive is set as the first boot device.
The disk drive is set to Master but the controller is UDMA (should be set to cable select)
