Degreaser, something like that orange spray stuff with orange oil in it!

Just dont get it on the wiper baldes!
and try to avoid washing up liquid - that will leave a film of its own.

Try some meths

Or White spirit - but again this will leave residue and need to be cleaned off (poss with meths). And don't get it on the paintwork!!
OK, OK, stupid answer, but the film isn't on the inside, is it ?

(Hides in corner)
might sound daft but a mate of mine t-cutted is screen to get rid of crap and it also took the marks off were wipers go,dont go daft with t-cut but u can try it
Are you sure you haven't got some foreign chemical in your washer bottle?
Get your windscreen changed ...
try tar and glue remover.u will have 2 wash and polish the screen again as this is very greasy stuff.
Glass cleaner wipes work fantastic (cheap from Sainsburys etc) I'd recommend you clean the wiper blade part that contacts with the window as well - you'd be surprised how disgusting it gets. Give it a couple of sheets worth of cleaning or until there is hardly any black coming off on the sheets - works wonders!
coka-cola phosphoric acid in the coke will cut through most stuff on your windscreen, just rinse off with water after.
If you don't want to waste coke. try vinegar (Acetic acid) instead. does the same job.
