Where in all the UK jurisdictions is the lowest or zero income tax rates?

Trick question? All Uk has one tax system so same tax rates!
However, you might mean non-UK parts of British Isles: Isle of Man and Channel Islands are under the Crown and are covered by UK for external and international purposes but each has its own Government and legal/tax system.
