In the Prom video episode, when the camera pans onto a young Ross with curly black hair and moustache, Joey says 'Looking good Mr Cutter' (or Cato I can't decipher). Does anyone know who he's referring to?

It's actually 'Mr Kotter' that is referred to. I believe that it is a reference to this fellow here (must be the one in the middle):
