Should one cut them back to the ground before new growth starts?

cut back stems to round level after flowering. In cold sites protect plants Oct - April with a layer of bracken or 2 -3 inch layer of sand or ashes. This information is from one of my gardening books. Hope it helps you
made a mistake. sorry. My answer should read ground level

That's the stems of the flowers presumably? What about the leaves? Mine are still green and healthy.
