what connections are on the Television and the PC card?
I would hope that they both had standard RCA (red/white/yellow) connections - The TV will probably or, if not, you can get a little plug to convert the 3 RCA into a scart plug.
Not sure what output connections will come from PC though
The usual output for TV on video cards s is S-Video (looks a bit like a mouse or keyboard socket). If your card is like this, then you will need a matching socket on your TV, or (if the AV- in is configurable) you will need to set one of the Scart sockets to S-Video, and get an S-Video to SCART adaptor.

If it is S-Video (or a single yellow [composite video] RCA socket), then you will need to either run the line-out from your sound card to the Audio in of your TV, or listen to the audio on your PC speakers.
