What does 'conspiracy to steal' mean?

I have a friend who has been arrested on a charge of conspiracy to steal.
The friend is being very cagey and evasive about everything, but I am dying to know.
He has been bailed and has to go to a Crown Court, so what kind of sentence is he looking at?

conspiracy to steal means that you make plans to rob a bank or burgle a house etc,basically making plans to steal,depending on what it involves and going to a crown court,he could get put away for anything from 1/3 yrs,if its very serious possibly longer
