Does the guy in the passenger seat wake up because the car stops or because his girlfriend is looking at a workman (who is not in his line of sight?) to settle an arguement

Definately because she is looking at the workman. In theory he doesnt wake up at all when she tries to get him to, but as soon as she is looking at another man, he notices.
