I'm not totally certain what exactly you mean by "titled the phrase" but the earliest-recorded use of 'high water mark' in English appears in J Brende's 1553 translation of 'The Acts of Alexander The Great', written by Quintus Curtius. Is that what you're asking?
It is the mark left by the sea at high tide. It is clearly visible at low tide.
