Repair plasterboard and improve shower room ventilation?

Our house was built in 2004. In our ensuite the plasterboard ceiling is in a state. There is some kind of tape underneath the paint that goes round the edges and covers screws and this is all falling away. There is also an area (approx 30x15cm) where the paper (I think this is part of the plasterboard) has got so wet with condensation that it has torn away from the ceiling. There is no window. We always use the extractor fan and leave it on after showering. How can we improve ventilation to avoid this problem? How do we repair the plasterboard?

Has the plasterboard been skimmed over with plaster?

I'm fairly sure it hasn't. We kept complaining to the builders because you can see the screws through the paint and where some more of the tape is peeling off, it definitely has nothing more than paint over it. I guess a "skim" of plaster would be fairly thin though. How could I tell for sure?

I'm afraid you're going to have to bite the bullet & have it skimmed, otherwise it's going to be a recurring problem. Seeing as it's a modern house,I can bet that none of your ceilings have been skimmed, & also none of the walls. Regarding the ventilation problem, you might have to have a fan fitted in the ceiling near to the shower.
