A friend is going to live in Spain for 6 months.
1. Will he still have to pay council tax on his UK home ?
2. will he still receive pension credit ?

Yes to the first one. Being away from home doesn't absent you from paying Council Tax.
I know you get a reduction if it is a second home - my sister and husband live in the US and they still have their London flat which they use when they come over in the summer, and for this they get a reduced Poll Tax - which the Labour Govt were talking about putting a stop too, but haven't done so far..
