do i need an active phone line for broadband because i never paid the bill for talk talk and they restricted my phoneline so i cant dial out but my broadband still works i was now thinking i could do away with the phone line because all i need it for is broadband

you do need a phone line. I think you're lucky it's still working at the moment

They will cut your broadband off in the end. It happened to me when i lived with my ex. I thought he had paid the bill and he was spouting me a load of nonsense about BT doing engineering works and that was why the phone wasnt working. Eventually i found out the truth but the Broadband still worked for about 2 months.
