We'd need to know the specifics of what she is saying he did to act 'unlawfully'.

"Unlawful Behaviour" is a very wide term!

affaris aren't unlawful. She's probably complaining that he committed some crime and therefore she can't be expected to stay with him; but it might also be a claim that he physically abused her or even just threatened her. You could also try posting this in the Law section and see if you get any more knowledgeable answers.
