Can an insurance co deny a claim if the owner of a car states that the driver in an accident did not have permission to drive it?

yes, because having permission to drive is a prerequisite of being covered ny the insurance ... therfore, no permission, and it has absolutely nothing to do with the insurance company, because the driver wasn't covered

Yes, but then the driver is then open to being charged with the crime of taking a vehicle without the owner's consent.

Yes they can but i he has hit another car your policey should pay out.This because money is taken from everybodys insurance to pay for non insurance drivers
