How do I register a quotation?

If I were to come up with a new quotation or phrase how could I claim to be the author of it? Do quotes only become valid if they are said by someone famous, or are published in a book or other literary journal?

If you're really serious, take out a small ad in your local paper with your phrase or quotation entered. That will date it irrevocably. This is what scientists used to do when they made a discovery, but didn't want to disclose it until they'd done more research. Often they'd place a coded message in a scientific journal or magazine.
