Why is Win32 Kernel core component trying to broadcast an ICMP Type 10 (Router Solicitation) packet, and should I allow this program to access the network?

Are you using a router? ICMP10s shouldn't really be bouncing around the external network (internet). Block it with no problems - it's only "noise" and perfectly harmless.
